Director of Engineering - Wireless Platforms

Nielsen Mobile, the world's largest provider of syndicated consumer research to the telecom and mobile media markets, is seeking a Director of Engineering. Nielsen Mobile is a service of The Nielsen Company, the world's largest and oldest market research firm. This position ideally would be located in either San Francisco, CA or Dallas, TX.

Job Summary:
The Director of Engineering, responsible for the Consumer Experience platform, will be responsible for all the engineering related activities for this platform from system architecture, through design and implementation. The Consumer Experience platform is a series of products that test the performance of both voice and data wireless networks in the USA and overseas. This role involves managing multi-discipline teams working on various components of the solution.

The Engineering team is responsible for validating collection platforms identifying key wireless metrics to collect
build Data Warehouse systems to store large volumes of data developing customer friendly and intuitive reporting systems for delivering the data to our clients.

The Director of Engineering will be responsible for the day-to-day management of the group, supervising the execution of the software development process along with providing leadership on how the group carries out their functions in the areas of methodology, organization, compliance, architecture. The Director of Engineering, will be expected to oversee efficient application of Nielsen Mobile’s Systems Development resources to business problems, and drive and validate successful and timely outcomes.

RESPONSIBILITIES:
Work closely with Nielsen Mobile program managers and VP Systems Development to assign appropriate engineering resourcing to task assignments. Consider the effective use of both onshore and offshore resources.
On a daily basis, oversee performance of the group against those assignments. Continually validate that development teams are on track and fully enabled to achieve desired results. Solve problems impeding progress.
Validate engineering approaches, including evolution of and compliance with best practices for application architecture, testing, and deployment. Assist with prioritization and resource assignments for problem solving, including managing escalations from the user community. Manage vendors of tools and services. Conduct structured debriefs of in-field problems, including identifying proper long-term remedies. Influence towards appropriate architecture and best practices. Participate in planning, for resourcing and budgeting. Drive preparation of initial scoping as part of ongoing roadmap process. Maintain operating costs and capital expenditures budget and forecast models.

Requirements:
At least 5 years’ hands-on experience developing software applications, including in a data-centric environment.
Multiple years’ experience as a technology manager.
Experience working in a co-sourced environment, including outsourced staff.
Proven experience with problem management, including managing escalations and high-priority problems.
Proven experience with budget process, including mapping expectations to required resourcing, and maintaining capital expenditures.
Demonstrated knowledge of software development lifecycle and methodologies.
In-depth working knowledge of software architectures, and IT deployment architectures.
Awareness of and demonstrated experience interfacing with other groups within an organization, ideally in a production environment.
Solid leadership skills, including communication skills.

Unique Requirements:
Knowledge and experience of Telecommunications industry
Experience developing or deploying solutions in the Wireless space
Wireless Technology knowledge and expertise is a plus
Background in managing Data Warehouse applications.
